Minister of Culture Opens FIBDA 2025

«Festivals must be rethought beyond exclusive State support»

Algiers, minister of Culture and Arts Malika Bendouda inaugurated the 17th edition of the International Festival of Comics (FIBDA) on October 1, 2025, at the Riadh El Feth esplanade. In her remarks, she underlined the central role of children in cultural action, urged a rethinking of festival management, and called on artists to make their creativity an act of resistance in solidarity with the Palestinian cause.

Opening her speech, Dr. Bendouda recalled the importance of comics in Algeria’s cultural landscape. «This event, which has become a tradition for Algerian audiences and international visitors, represents a vital showcase of the cultural diversity that Algeria has always experienced. The memory of Algerians is tied to the early works that shaped a school of the ninth art, adapted to our traditions, our consciousness, and the aspirations of youth», she stated.

The minister also highlighted the ability of comics and visual arts to foster reading habits among children and young people. «Children are also an audience of culture, and undoubtedly the most loyal. This is why I have instructed my services to place the child at the heart of cultural production and action. You may already be familiar with the launch of the “Kan ya makan” program, which celebrates the popular folktale», she said.

On the management of international, national, and local festivals, Bendouda emphasized the need for a new vision. «These cultural gatherings must be rethought in a spirit of complementarity and sustainability. It is no longer just a matter of staging a few days of performances, but of building genuine cultural and economic platforms capable of reflecting Algeria’s image and contributing to its influence», she argued.

The minister also commended the efforts of the festival’s commissioner, noting that he had «succeeded in giving the event a distinct style and attracting prestigious guests».

This year’s edition honors the Arab Republic of Egypt. «We welcome our brother country, Egypt, which occupies a distinguished place in the world of comics and related arts. This presence reflects the depth of cultural ties between our two nations and confirms the prominent role of the ninth art in the Arab world», Bendouda said.

She went on to underline the militant dimension of art, describing it as a space of resistance in a world marked by ingratitude and silence. Referring to the plight of children in Gaza, « deprived of their most basic rights, such as education, food, sleep, and a dignified life», she expressed «an apology on behalf of humanity for what we have become».

Concluding her address, the minister invited artists and creators to transform their art into a weapon for peace and freedom in Palestine. She then declared open the 17th edition of FIBDA, expressing her wish that it be «marked by creativity, innovation, and wonder».
